In 2008, John was a prime architect of the comprehensive ordinance to improve the City’s position for exploration of the natural gas resources, protecting the citizens of Southlake while allowing for the careful extraction of their minerals.
In 2007, Mayor Pro Tem Terrell established an innovative and cooperative relationship between the City and Sabre Holdings Corporation, whose world headquarters are located in Southlake. The relationship was so successful and beneficial to both entities, it inspired John to envision the Southlake Business Council (SBC) program to encourage the development of partnerships between Southlake’s municipal government, the Chamber of Commerce, the school districts, and small and large companies. SBC would provide a venue for better communication between the City and its stakeholders in an effort to make Southlake the best community it can be for all involved. The SBC program will be discussed by the entire Council in early 2009.
Mayor Pro Tem Terrell has represented the City of Southlake in Austin and Washington D.C. in areas of transportation and business development and has developed excellent relationships among numerous county, state and federal officials. John will effectively convey the needs of Southlake to both state and federal officials and will utilize the appropriate political resources to obtain the necessary services and infrastructure to enhance our community. Additionally, John has strong ties to the local and regional officials and policy makers including the North Texas Commission, the North Central Texas Council of Governments and all of Southlake’s surrounding cities.
Strategic planning plays an important role in the City’s ability to meet the needs of a growing community. John has considerable experience in strategic planning and budgeting for both public and private organizations. He has been actively involved in the creation of Southlake’s strategic plan, helping to identify resources, critical concerns, City Council priorities, and citizen needs.
As part of the over-all planning efforts, John helped formulate and believes strongly in the City’s Mission and Vision Statements:
MISSION
“The City of Southlake provides municipal services that support the highest
quality of life for our residents and businesses. We do this by delivering outstanding value and unrivaled quality in everything that we do.”
VISION

"If I am granted
the privilege of
